To All Current and Prospective Lobbyists:
On July 20, 2006, the City Commission of the City of Sunny Isles Beach adopted Ordinance No. 2006-260 (“Lobbyist Registration Ordinance”), which establishes new regulations for lobbying in the City. The new Lobbyist Registration Ordinance was designed to streamline the City’s lobbyist registration process. It is clear, concise, and addresses many of the extenuating circumstances that have occurred in the past, under the old ordinance.
The most significant change under the new Ordinance is that lobbyist registrations are due annually, in the amount of $250, and paid before engaging in any lobbying activities in the City. Additionally, the principal (client) registration has been changed to be due annually, in the amount of $100, and paid before engaging in any lobbying activities. There is no longer a per topic charge for each client. Further, all lobbyist registrations and principal registrations expire on December 31st of each year, and the filing date for Lobbyist Expenditure Reports has been changed to “by January 15th of each year.”
In an effort to ensure a smooth transition from the old system to the new system, we are billing all lobbyists $250 each per year for calendar years 2005, 2006, and 2007 for Lobbyist Registration. However, the annual Principal (Client) Registration, which is due and payable now, is being billed to cover the period from July 21, 2006 to December 31, 2007, in an amount of $100 per principal (client). Thereafter, the billing cycle will be on a calendar year basis.
Overall, the Lobbyist Ordinance remains unchanged, and there are still reporting requirements for withdrawing as a lobbyist, as well as disclosure of fees.
Please note that most of our existing Lobbyist Registrations expire October 1, 2006. As such, we enclose a copy of Ordinance No. 2006-260 and our new lobbyist forms, and an invoice to assist you in registering as a lobbyist with the City of Sunny Isles Beach.
No individual/firm will be permitted to lobby City Officials, Staff, Boards, Committees, etc. without first having registered as a Lobbyist with the City of Sunny Isles Beach.
Should you have any questions, please feel free to call me at (305) 792-1703.
Thanking you in advance for your cooperation.
Sincerely,
Priscilla Walker, CMC
Deputy City Clerk
