Presenting a State of the City address with a sunny outlook, Mayor Norman Edelcup noted, “The city’s financial condition is very secure and strong. This condition allowed us the ability to complete all scheduled capital improvement programs. This past year, our tax base was increased by 21 percent from the previous year to $3.9 billion [therefore] the Commission enacted a millage rate reduction from 3.35 to 2.95 per $1,000 (of assessed property value) thus resulting in a reduction of our city’s tax rate.”
Best Compromise
“On behalf of the City Commission, we’d like to thank residents for their show of support to work together!” Mayor Edelcup recently reassured Golden Shores homeowners concerned about the impact of a proposed roadway, “We’re willing to sit down around a table and work out compromises. The dialogue we’ve started is hopefully just the beginning of a long series of meetings…In the end, we’ll have something more beautiful…We welcome your input and will continue to keep you totally in the loop of what’s going on with these projects so we can all be pleased by the end result.”
Golden Shores resident Steven Trattner added, “I would be remiss in failing to mention that as part of discussions I’ve had with city representatives, who for the most part have been very supportive and cooperative, we’ve begun to explore a number of potential comprises that could achieve the objectives of the city, the developers and residents of Golden Shores such as creating multiple traffic calming configurations, widening roads, creating more green space and buffer zones.”
In keeping with the goal to have an alternate route in case an emergency situation blocks Collins Avenue, the Commission has also approved the concept of creating a bridge connecting North Bay Road between Winston Towers 100 on 174th Street and the Porto Bellagio condominium across the canal to the south. To avoid “compromising” the serenity of the area, the Commission assured residents the bridge will be utilized for foot traffic and emergency vehicles only.
Best De“fence”
“Why wait for accidents to happen?” Making safety a priority, Vice Mayor Rosyln Berzin proposed an ordinance adopted by the Commission requiring commercial marina owners and operators within city limits to install and maintain a safety fence or railing lining the perimeter of all docks located adjacent to a walkway.
Marina owners will be required to pull permits for the safety fences within 60 days from the date the ordinance is passed; and then they’ll have an additional 90 days to complete installation. The second reading of the ordinance will take place at the March 16 City Commission meeting.

Best New Park
Seeing more green and open space: The new Town Center Park at 17200 Collins Avenue highlights renaissance development planned to span 172nd to 163rd Street – and now, the City Commission is encouraging the creation of even more parks and open green space.
Mayor Norman Edelcup explained, “The city was able to create the Town Center Park by designating the land on which the park is built as a ‘sender site’ under our TDR (transfer of development rights) ordinance…Therefore, I’ve proposed an amendment to our TDR ordinance in order for us to be able to perhaps acquire more land for parks.
“The ordinance will provide incentives to owners with properties abutting Collins Avenue to convert these properties to parks…Simply put, properties abutting Collins will be eligible for the public land enhancement bonus which is provided to properties within the Town Center district. The proposed amendment [would also let] the city provide property owners a maximum density of 80 units per acre; and a maximum floor area ratio of 3.75 if the property is offered to the city for park purposes.
“We’re basically encouraging property owners [to recognize] the best utilization for that land is to donate it to the city for parks and [in return] receive the TDR provisions included in this proposed ordinance.”
More particularly good park news is that the Town Center Park will soon have a restroom addition; and a new active park featuring a little league baseball field is being planned adjacent to the future school site at 182nd Drive and North Bay Road.
