In Loving Memory Of Richard C. Peterson, Jr.
By Robert C. Solera, Building Department – Assistant Administrator; and Code Enforcement and Licensing Director

It was February 15, 2005. In the City of Sunny Isles Beach Building Department the day started just like any other: clerks taking permitting applications at the counter, assistants answering phones, inspectors checking their assignments and building plans for compliance to the Florida Building Code. However, that sunny Tuesday morning I realized that all but one employee had reported to work. Richard C. Peterson, Jr., our building inspector, was not at the “plans review table” where he usually sat. It was very unusual not to see this gentle, kind soul buried in a set of building plans.

One of his closest friends and co-workers, William “Bill” Whiteman, chief building inspector, had not heard from Richard since Saturday when they played golf. It was unusual for Richard not to call or show up for work on Monday. Bill’s words really worried all of us because “Mr. Peterson,” as I always called him, hardly ever missed work, and, if he had to, promptly called the office to notify us.

No answer at his home. No answer on his cell phone. His family had last heard from him on Sunday. Despite our attempts to remain hopeful that he would walk into the office, or call to say where he was, it didn’t happen. Was he terribly sick and unable to get to a phone? Was there an accident? Was there foul play?

Finally his sister called with news that shocked us all. Richard had passed away. She found his body resting in his bed. Located near him was his City of Sunny Isles Beach uniform indicating that he had prepared to report to work Monday morning.

On Sunday, February 13, 2005, the City of Sunny Isles Beach lost a great employee; the Building and Code Enforcement and Licensing Departments’ staff lost a loving friend. His accomplishments, professionalism, and the values he entrusted will, without a shadow of a doubt, be cherished by all those whose lives he touched. He was a fountain of knowledge. Although he sported a reserved demeanor, Mr. Peterson was ready to deliver his expertise without any strings attached. At his post early and eager to take care of business, he strove to provide paramount service to all.

Richard C. Peterson, Jr. began working in the architectural field while attending North Miami High School. In 1986 he earned a degree with honors from the University of Miami’s School of Architecture. He was a known and respected Registered Architect and Partner at the architectural firm of Rodriguez, Peterson and Porras located near Miami Lakes. Since September 1, 2003, Richard served the City of Sunny Isles Beach as a Building Inspector.

Richard C. Peterson, Jr. passed away at the tender age of 41. He is survived by his mother, Celeste Peterson; his sister, Cheryl Frabizio; and nephew, Ryan Frabizio. Services for Mr. Peterson and a formal burial at sea took place on Saturday, February 26, 2005. Richard C. Peterson, Jr. will rest forever within the waves of the ocean along with his father, Richard C. Peterson, Sr.
