Concerned Citizens honor
officer of the month

We often honor Officers of the Month for feats of heroism or strength or going
beyond but seldom do we have the opportunity to salute an Officer whose efforts
affect all citizens in so many ways.
Sergeant Barry Noe, this month's honoree is an observant person. He recognized
a need for someone to take charge of the vehicles; the system needed an overhaul.
Prior to his present position, he informed the chief that there were too few
vehicles and that they were being used 24 hours a day seven day a week and would
therefore have shorter than usual life expectancy because of this. The Chief
decided Sgt. Noe seemed to be the right person for the job of overseeing the
management and maintenance of the vehicles. As the department grew, the vehicles
did not. Sgt. Noe put together several plans and programs that changed the entire
outlook of the patrol vehicle and the manner in which they were used. These programs
included a log that created a history of maintenance of each vehicle; a program
of leasing with an option to buy twenty new vehicles that would in essence save
the taxpayers money. This provides for a personal control vehicle, that affords
each officer his own vehicle; which has proven to extend the life of each vehicle
because of personal accountability and proper maintenance. This program also
saw the benefit of allowing each officer to remain on the road and be visible
for an extra 45 minutes each day everyday, every shift, as opposed to loading
and unloading his or her vehicle everyday; and a system whereby used vehicles
can be sold at auction bringing the city revenue to offset future costs.
Chief Maas said, "It is no secret that a police office must respond to a call,
especially in an emergency, must arrive safely and timely. This is where the
accountability of effective fleet maintenance program comes in. Sgt. Noe has
for years demonstrated a desire, dedication and proficiency for making the vehicles
safe and operational." He went on to say that this is a thankless and lightly
regarded job as it just does not draw a lot of attention. One thing certain,
if all of a sudden all of the police vehicles became inoperable his job visibility
would immediately increase. "Sgt. Noe has handled his responsibilities as a Supervisor
on the road when necessary. He is a credit to his agency and the City of Sunny
Isles Beach," concluded the Chief.
