Undergrounding Power Lines – Phase I to Begin
Vacate Alley Now

By Robert C. Solera, Assistant Administrator Building and CE & L Department

We are all too familiar with traffic gridlock, especially at rush hour when, depending on the situation, traffic can be slow, slower, or ‘slowest’ – even coming to a complete stop. Gridlock happens with electricity too. High demand and a shortage of power lines to carry the electricity can result in power outages or blackouts.

In general, with new telecom and Internet services, electrical usage is on the rise. In Sunny Isles Beach development is also on the rise. To avoid electrical gridlock, new and better-protected lines are needed to keep the power moving.

Undergrounding Project
Considering both community interests and the technical requirements of providing electricity to its residents and businesses, the City of Sunny Isles Beach is pleased to announce the beginning of a long-range Undergrounding Project.

This project is the result of a joint effort between Florida Power & Light (FPL) and the City to replace existing overhead distribution lines with new underground lines. This project will be completed over approximately 12 years and in several phases, with Phase 1 beginning soon.

Phase I – Northern Area
Phase I of the project includes undergrounding power lines in the northern part of the City. This includes the following areas:

  1. East side of Collins Ave. from 185th to 195th Streets
  2. West of Collins Ave. – The rear of all residential properties in the Golden Shores area along Atlantic Blvd and abutting Collins Avenue from 185th to 191st Streets.

The City obtained jurisdiction from Miami-Dade County over the alley in the rear of properties along Atlantic Blvd., for the purpose of potentially providing utility services.

Utility Easement Cleared
At some locations in this area, residents have fenced or enclosed the 20-foot easement behind their property. These enclosures must be removed or demolished prior to the start of Phase I of the Undergrounding Project.

Residents with properties in this northern area will be required to remove any and all objects along the utility easement including, but not limited to, fences, sheds, carports and many other items.

Once the power lines have been undergrounded, it will be the property owner’s responsibility to tie into these undergrounded lines. The City of Sunny Isles Beach will not perform this work for the residents.

Preliminary Notice of Commencement
This article serves as a preliminary notice to all residents along the affected properties that the City will be:

  1. clearing the alley in order to commence the power line Undergrounding Project within the next 2 to 3 months.
  2. providing a fence along the rear property line of these parcels to secure the properties.

On December 12, 2002, the City Commission passed Resolution No. 2002-501 which proposed the vacation of the alley in question and also provided the abutting property owners with the advantage of additional square footage for development purposes, however the alley area was to remain clear of structures at all times.

In an effort to allow the residents to become familiar with this Resolution, the Code Enforcement and Licensing Department will send a copy of the Resolution to all affected residents and property owners. The Department wants to make sure that everyone is properly informed of the undergrounding

Clear the Alley Before Work Begins
Before the work of the undergrounding begins in 2 -3 months, property owners should begin now to remove or relocate all private property that is located within this alley.

As a courtesy, the Department will be giving warnings to residents who violate this Resolution before issuing a Civil Violation Notice or before taking action to remove any structures.
