Multi-Family
Residential and Single Family Residential Waste Collection Clarification
By Robert C. Solera,
Building and CE & L Department Assistant Administrator
Metro Dade County regulates Solid Waste Collections
for the City of Sunny Isles Beach as well as recycling.
Section 15-2.2 requires all multi-family residential
establishments to provide a recycling program or
a modified program. Violation of this section constitutes
a liability to the owner and more specific to the
condominium association if an association is present
at the location.
Based on this section
the condominium association is required to provide these services.
The section does not dictate the procedure of collection or separation
that the condominium association needs to employ (either with the
use of a machine or manually). As a clarification to the term “modified recycling program”,
the term refers to modifications or substitutions or even reductions
to the requirements of the above mentioned section. The following
conditions including and not limited to apply:
- “Establishment of a contract with a permitted
private hauler for collection services, which provide for a post-collection
separation of recyclable materials, and which:
-generates recyclable materials which comply, in kind and quantity, with the
recycling requirements provided for in
Section 15-2.2, and
-utilize a material separation facility which is permitted in
accordance with all applicable federal, State and local laws.
Metro Dade County regulates the companies that can engage in this
type of work and also monitors if the items are correctly separated
at the final destination.
In non-multiple
family residential zones, Ordinance 2000-96, was adopted, and regulates
the location for garbage cans during collection dates. Collection
dates and times are provided by the Dade County Solid Waste Management
as well as pickups of your bulky waste. Your regular trash pickups
are on Mondays and Thursdays. Garbage cans and bundled materials
are to be placed at the curb by 7:00 am and removed from the right-of-way
by midnight on that collection day. Owners who leave their emptied
cans on the right of way after that collection day are in violation
of the code and may be subject to the issuance of warnings or fines.
Each property, that is entitled, is allowed one free annual pickup
of up to 50 cubic yards of trash. You must contact Solid Waste
Management at (305) 594-1500 to schedule a “Bulky Waste Pickup” prior
to the placement of any such trash onto the right-of-way. If you
fail to contact Solid Waste Management and obtain a “Work
Order Number”prior to
placing bulky waste on the right-of-way, you are in violation of
the code and may be subject to the issuance of warnings or fines:
- At
all other times, garbage cans shall be maintained on the owner’s
property behind the front building line furthest from the street,
in such a manner as to not be plainly visible from the street.
Violators shall be subject to the issuance of a civil penalty,
after the appropriate warning period, as follows:
1st Offense $ 25.00
2nd Offense $ 50.00
3rd Offense $100.00
