Miami-Dade County People with Special Needs & Emergency Evacuation.
Assitance Program (PSN/EEAP).

Persons with special needs that require assistance with evacuation and specialized sheltering must pre-register with Miami-Dade County. Do not wait to request to register when an emergency is declared. Pre-registered residents will be taken into a shelter that is equipped for special needs called Special Needs Evacuation Centers (SNEC). Each person is required to re-certify by completing an application each year.
The applications may be obtained in 3 ways, 1) at the Sunny Isles Beach Government Center First Floor Lobby, 2) by calling the Special Needs Hotline at 3-1-1 or 305.513-7700 and having an application mailed to you, or 3) you can download a copy from the Office of Emergency Management website near the middle of the page at:

A separate application is required for each person that needs assistance. Be sure to fill out the form completely. Your completed applications should be returned by mail to:

After the application is reviewed, you’ll be personally contacted by the People with Special Needs & Emergency Evacuation Assistance Program (PSN/EEAP). In the event of an emergency, a care giver must accompany the registered person to the shelter. You must also bring your registration card that you received from the PSN/EEAP and your personal medications. If there are any questions as to what you should bring please call the Special Needs Hotline at 3-1-1 or 305-513-7700. Please note: these applications are only for those requiring special assistance.
In conclusion, BE PREPARED: Be sure to pre-register for the special needs evacuation shelter (SNEC), have your registration card in a safe place, follow the evacuation instructions, bring your helper and personal supplies with you and the whole process will be more pleasant because you have a plan in place, just in case!
